Collection items from building chances

On the basketball court and the chop shop I have been doing 5 minute collections trying to get certain items for the new jobs that just came out and I haven't received a single collection item in two hours. So 120 minutes x 5 minutes = 600 chances and not one single collection item. Bad luck? Type of building or what? Other buildings I collect collection items a lot more frequently.

I don't get anything from the 5 min. rackets and hardly from 30 minutes rackets.
The chances (for me) are better with 2 hour (or longer) rackets.
