1) Aimed at mark why don't you create a Sub Forum Titled Questions as general crime city is clogged up with questions and not general statements about the game.
2) how do i see whose online on this forum just out of my own pure curiosity.

On the top of the page, there are 6 options-- new posts Private Messages FAQ Community Forum Actions Quick Links
bring the Quick link menu down and you will see an option for Who's Online.

Just found out-- Who's Online is disabled... but that's how you get there!!! ^---

or the little dot on th right of peoples names tells u whos on green they are on grey they are off
