Borked PVP Levels in IOS

I've been patiently building up my kingdom and stats, to the point that I am pretty much double most players at my level. What is my reward for my hard work? I'm being attacked by players 10-20 levels above me. GRRR.
I was hoping Funzio would have addressed this in the new game. It is a big complaint in Crime City, but looks like it's the same old same old.

No - it seems as though this is how the games are set up. They cater to the high level players and anyone lower is just a farm producer for those players. This will go on for a while, until you end up having a mass exodus from the games.
