I currently have 21 ballistas w/attack of 9, but only using 19 of them in battle. Why is my army attacking with weaker units when stronger ones are available?

i'm lvl 25 right now and have the water temple of healing, and was wondering how many more expansions in the water i might need.

Yes, two shipyards and the Temple of Healing. I found out that this is the optimum variant for expansion to build them: photo.jpg

"What does the bonus of the Doom Elemental mean '+2% allies attack'?"

This bonus would raise your total attack score by 2% (do not confuse with attack skill points)

I am sort of disappointed that I was the one that had to answer, and I'm not even around anymore.
