I play CC on my HTC EVO and I have a way higher mafia count and more weapons and defense, but someone can rob me of thousands and all I can get is pennies from them, if I can get anything. While the free scratches are absolutely great, I would love to get some of the higher powered weapons and armor for the high level I am at. Level the playing field. If someone robs you; you should be able to rob them back and get nearly some of the same amount of money they got from you.
