I do have it registered with email, but I didn't hit transfer before phone crapped out. And no I don't already have cc game on iPad. I transfer it back and forth to when moving buildings around.

Then you don't have to worry at all just load IPAD CC hit transfer new device it should work .
You do not need to hit transfer game from old device .

you just in CC log in with your account details + email and pwd , hit transfer new device .
The data should load from the server after you restart CC again (close app and reopen , the id stays saved )

Nope. It says transfer failed. Son of a crap, I guess I'm waiting for awhile.
