Got the same Problem now.
I have called to apple Support, but the Woman said on the Phone, she cant help me, i must write Mail to Support.
I have writen to Apple (iTunes) Support,but i become no Respond.
Who can help me now?

unable to complete your purchase contact
i sent an email to the accound & billing department
and it was fixed in 30 minutes!
Send another message to them via e-mail support at Apple and ask them for an update. You should have received a ticket number when you filed your support ticket.

I had this problem for months happened to me 3 or 4 times some kind sole at apple in the end managed to sort it out not had any problem since.All you can do is contact apple support by e-mail.
